I'm stopping pursuing this here re delays in your listings showing up on 'newly listed' for hours or days.
This is my 3rd letter from Bill Cobb's office.
The short story is ... they ain't going to change their policy on listings not showing up for hours/days as they are searching for frauds and run 'indexing'.
If you don't mind the 10 cent fee, then scheduling at least 24 hours in advance MIGHT help - still no guarantees. I personally had success doing this (I only did it one time, but it worked).
DO NOT REVISE YOUR ITEMS - this puts you into the 'indexing phase' and you probably will have to wait 6 hours before your item is visible to buyers again.

Jillian, as a seller myself, I can certainly understand your concern
over this issue. At eBay, we do realize the importance of fast and
effective indexing of items to search. However, as the internet evolves
and the methods of fraud evolve on the site, we too must change in order
to protect not only our buyers, but our sellers as well. Please be
assured that every decision made by eBay is for the success and
stability of the eBay marketplace and benefit of its members in the
short and long term.
One of the workarounds that we have found to this issue is to have your
item scheduled well in advance of the anticipated time that you wish
your items to go live to the site. While your items are waiting to go
live, the indexing and review process will go through the item you have
scheduled causing a shorter indexing time when your item does post to
the site.
We wish we could make search indexing any faster, but let me assure you
that if there was any technology out there to make this happen, we would
use our resources to acquire it and provide you with that service. We
are also constantly reviewing these processes as well as the technology,
in order to improve service to the site at a constant rate. We do
encourage you to continue to send in your suggestions and thoughts on
these processes, and working together we are very positive that our
community will only be stronger in the future.
Although we do feel that the delay in indexing is a necessity, we do
understand your frustration in this matter and would like to express our
appreciation in your cooperation in making the site and our community a
safer place to trade.
